Technical Program Manager

Ryan
Rutherford

10+ years leading operations, program, and incident management across IT and telecommunications — at scale, under pressure, ahead of schedule.

I build networks, programs, and the teams that run them.

I'm a Senior Technical Program Manager with 10+ years of experience in IT and telecommunications, leading operations, project, program, and incident management at scale. I've grown network operations from a 20-site pilot to 20,000+ sites and 80% 5G coverage across the US.

Currently, I lead a team of 10+ RF and network engineers alongside construction management professionals, meeting FCC coverage requirements for 400+ cell towers across the Colorado and Wyoming markets. I also drive cloud migration initiatives — including a VMware to Rancher transition saving $50+ in monthly operating costs.
